A little past the 1,000-page mark in the House’s enormous spending bill, there is a provision labelled Section 899, on “unfair foreign taxes”. It would put punitive levies on people, investors and firms from countries with taxes that Congress dislikes. The result would be to render America all-but-uninvestable for many foreigners.
And temperatures have been rising less in India than climate-watchers predicted. That sounds like good news, but it isn’t—it’s probably because of lung-damaging pollution. The country faces painful trade-offs that show how hard it is to tackle climate change.
