At the same time, these same communities continue to face enormous challenges. On May 17, the World Health Organization (WHO) declared an Ebola outbreak in central Africa a global public health emergency.
In the refugee camps Francesca witnessed firsthand, outbreaks like this pose an especially urgent threat. Overcrowding, limited access to healthcare and already fragile living conditions can allow disease to spread quickly and deepen fear for people who have already experienced great loss.
